Produce output when filtering ways and relations (#155)

With a coverage area derived from AllThePlaces as of 2026-01-03 and
the OpenStreetMap planet dump of 2026-01-19, the filtering step
took, measured on a 2018 MacBook Pro with 6 Intel CPU cores:

* for ways, 49 seconds, producing 200M output;
* for relations, 1 second, producing 2.5M output.

Peak memory usage for both steps combined was 99.5 MB.

199 of 205 new or added lines in 1 file covered. (97.07%)

1696 of 1750 relevant lines covered (96.91%)
