lua: export fiber to application threads

The fiber module is ready to be used in application threads except for
just one thing: it registers fiber_slice_default compat option while
the compat module is unavailable to application threads. Let's move
the compat option registration to the compat module itself to fix that.
Note that the compat option doesn't affect application threads, which
should be fine because application threads appeared long after
fiber.slice was introduced.
