Move flex utilities to the utility component (#2669)

This PR primarily moves flex utilities to the utility component instead of keeping them in the flex component. We also re-evaluate component based utilities and ensure that they are consistently named. Documentation has been updated to reflect these changes.

**Changes include**

- `grid` - Fixed a bug where `grid-col-[key]` and `grid-row-[key]` were not correctly defining the grid-column and grid-row shorthand property.
- `grid` - Renamed `col-[key]` to `grid-col-[key]`
- `grid` - Renamed `row-[key]` to `grid-row-[key]`
- `utility` - Added `utility-flex-range` to utility config options that handles the output of flex grow and shrink utilities.
