Commit Message

ci: decouple website deployment into dedicated workflow with path filter

Moves website deployment from release.yml into a dedicated
deploy-website.yml workflow triggered on push to main when
server/ingitdb.com/** files change.

Removes check-website-changes and deploy-website jobs from release.yml.
Updates deploy-website.yml to use vars with fallback defaults.
