feat(release): add Windows package manager publishing (Chocolatey, WinGet, Scoop)

Adds automated publishing to three Windows package managers:
- Chocolatey Community Repository (requires API key)
- WinGet (Microsoft's official package manager, auto-PR submission)
- Scoop (developer-focused, requires SSH deployment key)

Changes:
- Add three new goreleaser configs for Windows publishers
- Add three parallel publish jobs to release workflow with doc links
- Reorganize release documentation into /docs/release/ folder structure
- Create dedicated setup guides for each package manager (6 new files)
- Add troubleshooting and verification procedures for Windows packages

GitHub Secrets Required:
- CHOCOLATEY_API_KEY: From Chocolatey account settings
- SCOOP_BUCKET_SSH_KEY: ED25519 SSH private key for scoop-bucket repo
