refactor(ci): restore separate publish jobs using shared dist/ artifact

The SSH key setup was leaking into the build job because AUR/Homebrew
publishing was merged there. Now:

- build-linux builds and uploads dist/ as a workflow artifact
- publish-aur and publish-homebrew download dist/ and run goreleaser
  with --skip=build,archive,checksum,before, reusing the already-built
  artifacts and their checksums without rebuilding
- SSH key setup is correctly placed in publish-aur only
