Removed unused Rust dependencies (#23120)

These were trimmed using
[cargo-machete](https://github.com/bnjbvr/cargo-machete),
[cargo-udeps](https://github.com/est31/cargo-udeps), and
[cargo-shear](https://github.com/boshen/cargo-shear).

This PR hasn't yet added "ignored" packages (like `prost` and `serde`).
Testing was done by running `cargo check` and `cargo test` on various
packages - but I might have missed something.
