Make OnUnknownPeer async-capable with AcceptUnknownPeer

Change UnknownPeerFunc to a notification callback (no return value) that
receives the raw initiation packet. Unknown peers now always get rejected
synchronously; the caller copies the packet and calls AcceptUnknownPeer
in the background to authorize the peer and resume the handshake.
