fix: upgrade to @the9ines/bolt-core@0.0.5 with CJS compat fix

Upgrade from 0.0.4 to 0.0.5 which fixes CJS default import issue
for tweetnacl/tweetnacl-util. Regenerate lockfile with proper
resolved URL for GitHub Packages.

Files changed:
- web/package.json (modified — 0.0.4 → 0.0.5)
- web/package-lock.json (regenerated with registry resolved URL)
