feat(connlib): reset `Offline` site to `Unknown` after 5min (#12245)

When all Gateways in a site are offline, the site status in the resource
menu gets set to `Offline`. Unless the user interacts with a resource in
the same site again, the status will remain in `Offline`. Users may not
know that they need to try accessing the resource again in order for
this status to change. In order to not confuse them, we put a 5 minute
timeout onto the `Offline` site status.

Note that any interaction with a resource in the same site will already
update the site status, hence we do not need any further state tracking
here.
