Fix wrong variable references in valid_metadata validator (#1100)

Two variable reference bugs in check_value:

1. `if value is None` checks the outer metadata dict instead of
   the current `val` being inspected, causing valid None values
   to be rejected as not JSON compatible.

2. The error message for non-string keys uses `key` (from the
   outer loop) instead of `k` (the actual offending key).
