Proxy host ports through Docker bridge gateway for localhost-only services

Services like ollama that bind only to 127.0.0.1 are unreachable from
containers via host.docker.internal (which resolves to the bridge gateway
IP). Start host-side socat proxies that listen on the bridge gateway IP
and forward to 127.0.0.1, so the in-container socat chain can reach them.
Also wait for socat listeners to be ready before launching the container
command to avoid connection race conditions.
