Wait for form elements to render after toggleFormButton tap in Maestro tests (#551)

After tapping toggleFormButton to expand a form, the scroll to find form
inputs can fail if the UI hasn't finished rendering. Add extendedWaitUntil
for the first form element in each affected test, matching the pattern
already used in 11_emergency_plan_page.yaml.
