feat: Add GET /noticeboard handler (flat V2 format)

Returns flat noticeboard data with user IDs instead of nested objects.
Client fetches user details separately via /user/:id.

Single: GET /noticeboard/:id returns flat noticeboard with checks and photo.
List: GET /noticeboard returns [{id, name, lat, lng}] with optional authorityid filter.
