feat: add --app-dir and --root-path options.

- Added --app-dir option to specify application directory and add it to PYTHONPATH.
- Added --root-path option to set ASGI 'root_path' in scope.
- Renamed internal 'command' to 'method' for clarity.
- Updated help text to use 'method' terminology.
- Added coverage configuration to pyproject.toml.
- Added loader utility to check if directory should be added to sys.path.
- Updated tox configuration to run additional CLI smoke tests.
