feat: serve index.html for API and MCP servers at root path

- Added GET / routes to both API and MCP handlers to serve index.html
- Embedded index.html files in binary using Go's embed package (no file system dependency in Docker)
- Updated Firebase configuration with target naming for proper hosting setup
- Updated server-specific index.html files with distinct titles
- Added robots.txt to static directory

The servers now detect hostname and serve their respective index.html files
when accessed at the root path, while Firebase Hosting continues to serve
static files and rewrite other requests to Cloud Run.
