feat(relevanceOrdering): auto-assign relevance on entity creation and add move-relevance endpoints

- Add RelevanceService with computeNextRelevance and moveRelevance
- Update create controllers for location, description, comment, rigging,
  and history to auto-assign relevance via RelevanceService
- Add PATCH move-relevance endpoints for all five entity types
- Wire routes, policies (validateId + tokenAuth), and Swagger docs
- Coerce direction param to Number in controllers for type safety
- Add SQL migration to normalize existing relevance values
- Add property-based and integration tests for service and routes
- Add .kiro to gitignore and remove from tracking
