fix(views): use INFORMATION_SCHEMA to discover autojoin tables (#191)

* feat(views): add scamper2 autojoin union and passthrough views

Add scamper2_union view that unions scamper2_raw tables across all
autojoin orgs, and a passthrough view in the public project.

* fix(views): allow autojoin passthrough views to fail gracefully

Autojoin passthrough views reference mlab-autojoin targets that may not
exist yet during initial bootstrapping. Allow these to fail with a
warning instead of aborting the entire build.

* fix(views): skip orgs without scamper2_raw in union generation

Not all autojoin orgs have scamper2 running yet. Check for table
existence before including it in the union query.

* fix(views): use INFORMATION_SCHEMA to discover autojoin tables

Replace per-dataset bq ls/bq show calls with two INFORMATION_SCHEMA
queries: one project-level SCHEMATA query to find datasets, and one
UNION ALL across dataset-scoped TABLES to discover which tables exist.
This scales to any number of datasets with a constant number of API
calls and handles orgs that don't run traceroute-caller yet.
