feat: add interactive HTML report to sosreport collection (#2211)

Add a self-contained HTML report generator (generate-report.sh) that
produces a navigable diagnostic view from sosreport output directories.
The report includes an executive dashboard, NicClusterPolicy status,
component health grid with expandable detail rows, OFED diagnostics per
node, node overview, events timeline, CRD inventory, RBAC, network
configuration, and collection errors — all with inline CSS/JS requiring
no external dependencies.

Integrate report generation into the collection pipeline as an optional
step (--skip-report to disable). Update README with installation
instructions and usage examples. Add tests for the report generator
including a synthetic fixture end-to-end test.
