Extending WS2812 support (including updated docs) (#135)

* Extending the WS2812 support:
* Adding documentation on how to wire and configure the driver in `pages/hardware.md`
* some code refactoring adn cleanup. `add_reset/2` is not required anymore, because the SPI port provides this functionality
* Adjusted some settings
* Testing with real hardware performed (WS2812)
* changing the default log level to `:warning` (to not see so much output on the new livebook)
* Adding `:igniter` and `:usage_rules` as new dependencies (not really used yet though)
* Updating the `TODO.md`
* Updated the `CHANGELOG.md`

* Not sure how the mix.lock ended up with quotes ;-(
