Fix custom repo configmap and cert config path resolution for heterogeneous clusters

Use NFD labels from GPU worker nodes to determine OS distribution
for repo and cert config paths, instead of reading /etc/os-release
from the operator pod's node. This fixes the 'distribution not
supported' error in heterogeneous clusters where the operator runs
on a different OS than the GPU nodes.
