Implement `python` selectors (#48)

Use external stand-alone scripts to select `python` executable:
*   Fix: use simple `${venv_abs_path}/bin/python` instead of potentially internal to `uv` output of `get_path_to_curr_python()`.
*   Implement `state_python_selector_file_abs_path_inited` by loading `field_python_selector_file_rel_path`.
*   Implement `state_selected_python_file_abs_path_inited` via functions:
    *   `probe_python_file_abs_path`
    *   `select_python_file_abs_path`
    *   `search_python_file_abs_path_by_basename`
*   Remove `field_selected_python_file_abs_path`.
*   Implement set of basic `python` selectors.
*   Add sample `python` selector which installs required `python` via `pyenv`.
*   Spec: `TODO_89_47_85_02.implement_env_selection.md`.
*   Remove: `TODO_03_47_85_89.implement_python_selection.md`.
