feat(container-toolkit): add RPM support to package template (#679)

Add OS-family branching to the Container Toolkit package template
following the containerd.go reference pattern. The git/latest templates
already handle RPM via GHCR extraction and need no changes.

Key changes in container-toolkit.go (package template only):
- Replace sudo apt-get update with pkg_update abstraction
- Add case HOLODECK_OS_FAMILY branching for repo setup
- Debian: preserved existing GPG keyring + apt sources.list logic
- RPM: nvidia-container-toolkit.repo from nvidia.github.io (rpm/ path)
- Version pinning: = (apt) vs - (dnf) for versioned installs
- Unsupported OS family error with remediation message

Tests added in container-toolkit_test.go:
- TestContainerToolkit_Execute_PackageSource_OSFamilyBranching
- TestContainerToolkit_Execute_PackageSource_RPMVersionSyntax
- TestContainerToolkit_Execute_GitSource_RPMAlreadyHandled
