Auto pass on sample with delivered_at date (#4895) (minor)

## Description

Closes:https://github.com/Clinical-Genomics/cg/issues/4861

The aim of this PR is to ensure that a sample with a delivered_at date passes the sequencing QC check, regardless of the number of reads/HiFi yield generated for the sample.

The reasoning is described in more detail in the original issue, but in short: we cannot generate additional reads/HiFi yield for a sample that has already been delivered.

### Changed

- Samples with a delivery_at in the following workflows will pass on enough reads, regardless of the amount: 
    - BALSAMIC     
    - BALSAMIC_PON 
    - BALSAMIC_UMI 
    - MIP_DNA      
    - MIP_RNA      
    - RAREDISEASE  
    - RNAFUSION
    - TOMTE
    - NALLO
    - RAW_DATA
