[flaky-test] TestDBResiliencyYugabyteScenarios (#348)

#### Description

This commit reduces tserver heartbeat interval to 200 msec for faster
registration with the master. Further, the master is made to wait for
all tservers by setting txn_table_wait_min_ts_count flag.
