test: Add test covering File and Repository resources

- Add Storage behaviour for both File and Repository resources to
handle cloud file uploads and deletions.
- Both implementations follow the established pattern from BaseImages,
with configurable storage modules for testing.
- Configure test environment with Mox storage mocks for Files module.
- Added File tests
- Added Repository tests
