Fix duplicate compilation in OCP/DTK driver build

Add --disable-kmp --without-dkms flags to the DTK install.pl invocation,
matching the non-OCP path. Without these flags, DKMS RPMs are built and
immediately removed, and packages like mlnx-ofa_kernel and kernel-mft are
compiled twice, doubling build time.
