Select a fraction of candidates from passing units (#376)

Instead of a binary passing/not passing, Trane now selects a fraction of
the exercises from
passing options, linearly scaling until all exercises of very high units
are selected.

This change allows the default passing score to be lowered and prevents
branches in the
graph from being blocked due to units or courses that are just right in
the zone of proximal
development.
