Fix the auto bump script for NETWORK_ADDONS (#4034)

The release bump automation is failing when trying to bump the
NETWORK_ADDONS version.

The reason for that is that in a previous commit, we changed the
release bump automation to use `go mod edit` instead of a grep.
The IMPORT_REPO for `NETWORK_ADDONS`, was patial, and that was
enough for grep. But `go mod edit` requires the full package name.

This PR fixes this issue by seting the `IMPORT_REPO` for
`NETWORK_ADDONS`, to the full package name.
