Fix MVU failure for sys.fn_varbintohexsubstring (#4579)

After a major version upgrade (e.g., 16.11 → 17.8), sys.fn_varbintohexsubstring() returns NULL for valid inputs or raises uniqueness errors.

This commit deprecates the lingering dummy definition in babelfishpg_tsql--5.5.0--5.6.0.sql to clean up instances that have already been upgraded.
