Fix Maestro coverage by applying JaCoCo offline instrumentation to debug APK (#451)

AGP's enableAndroidTestCoverage only instruments bytecode for
connectedAndroidTest, not for assembleDebug. Maestro installs the
regular debug APK, so the JaCoCo Offline class was never loaded and
coverage collection failed with NO_CLASS for all test files.

Add explicit JaCoCo offline instrumentation via the JaCoCo Ant task,
guarded by -PmaestroCoverage to avoid interfering with unit test
coverage. Change debugRuntimeOnly to debugImplementation for the
JaCoCo agent to match the comment in CoverageBroadcastReceiver.
