Migrate to postgres official image & fix image test  (#331)

#### Type of change

- Improvement (improvement to code, performance, etc)
 
#### Description

- Migrate postgres cluster tests from deprecated Bitnami to official
image.
- Newer Docker daemon version in github action enforces
netip.ParseAddr() on PortBinding.HostIP, which requires an IP literal
("127.0.0.1"), not a hostname ("localhost").
