feat: upgrade web linting to eslint v9 (#541)

- migrate web lint config to flat eslint.config.js with legacy compat

- move ignore patterns into config and disable unused directive reports

- align @typescript-eslint + eslint plugins to v9-compatible versions

- drop deprecated standard/react-app configs and legacy .eslintrc/.eslintignore
