Fix flaky e2e arrow navigation test. Fixes #7648 (#7649)

* Add bind="okButton" to dialog OK buttons

Allows our Cypress test script helper, which was suggested
by Copilot, to work consistently

* Implement Copilot and IDE suggestions

- use convenience helpers where applicable
- don't chain off of Cypress .clear(), .focus(), or .type()
  It currently works, but isn't supported, so split into two statements.
- add comments to document what each key press is doing
  (including why we need 2 up arrows to start)
- clean up by closing dialog at end of test

* Fix indentation to match the rest of the module
