web-flowRevert "CP-311165 XSI-1958 rely on Linux guest to announce control features (#6911) It turns out that Linux kernels don't advertise the control features after a migration and thus they get lost. Revert the original patch. As a result we accept a race condition: our logic announced control features before a kernel might be ready. If a Xapi client immediately issues a shutdown based on that, the Linux VM/kernel would miss it - resulting it a timeout because the VM does not acknowledge the request. This reverts commit 7adae0297.
