fix(tooltip): onlyWhenTruncated never showing on hover (#1638)

* fix(tooltip): onlyWhenTruncated never showing on hover

Gate open state via onOpenChange instead of forcing open={false} for
uncontrolled tooltips. Change useIsTruncated to accept the element
directly so the effect re-runs when Radix remounts the trigger.

* test: add some unit test on is trucated hook

* refactor: adress pr review
