Improve the utility package and config integration (#2654)

This PR primarily improves the utility package by integrating the configuration module and refactors the output of many utility modules. It also adds documentation for the utility package as well as provides a config option that toggles the `!important` flag for utilities.

As part of this update, a new `UtilityTable` component has been added for documenting utility classes and their associated styles. This includes the option to expand the table, a sticky header/footer and the ability to copy the class and styles.

**Additional changes:**
- `CodeBlock` - Refactored to improve readability
- `CodeExample` - Made "html" the default lang prop value
- `CodeExpander` - Added a "scroll-lock" state to help improve the usability and flow of the component
- `Popover.astro` - Added virtual popover prop option
- `core` - Added new shorthand transition CSS variables
- `utility` - Removed `radius` shorthand from `border-radius` utilities
- `base` - Added `base-prefix` configuration option allowing to add a prefix to base module output
- `base` - Made `get-type-selector` private
- `core` - Refactored `getCustomProps` helper to convert string boolean values into real booleans
- `core` - Prefix dashes for blocks, CSS vars, themes, base, and utility are now added automatically
- `core` - Added breakpoints map as a config option
- `core` - Refactored and simplified the focus-ring styles output
- `core` - Fixed bug where delimiter was not properly being omitted if an empty string is set for a prefix
- `core` - Added ability to set config maps as CSS variables
- `core` - Added focus-ring-opacity to CSS variables
- `core` - Removed the redundant `md` key from gap map and the standalone `gap` var in favor of just setting an empty string
- `core` - Added transition shorthands CSS variables
- `core` - Removed `prefix-utility` in favor of `utility-prefix` config option that's now set in the utility package
