locale: follow-up: use proper SourceStringCount instead of estimate

- previously was estimating the total number of to-be-translated strings by unioning the translated strings
- now we count them when creating the .pot PO-template file and add an "X-Electrum-SourceStringCount"
  header to it, in the push_locale.py script that uploads the .pot file to crowdin.
  - later, when we run electrum-locale/update.py to download the translations in .po files, these files
    will also contain the same header. Then when the build_locale.sh script compiles those .po files
    to .mo files, those will still contain the same header. And then at runtime, we can read this header
    to learn the true total to-be-translated string count (assuming it did not get corrupted anywhere in the flow :P).
