Add require_market_open() helper for integration tests (#409)

* Add require_market_open() helper for integration tests

Checks if US equity markets are in regular hours (Mon-Fri 9:30-16:00 ET).
Used in pnl_single_receives_updates to fail fast when market is closed.

* Replace macro with #[require_market_open] proc macro attribute

Add ibapi-test-macros proc macro crate. Tests now use a clean
attribute syntax instead of a macro call.

* Move market hours check into proc macro, emit #[ignore] when closed

Tests now show as "ignored" instead of "ok" when market is closed.
Removed time/time-tz deps from common crate — logic is self-contained
in the proc macro.

* Fix hanging pnl_single test: use timeouts on buy order fill loop

* Simplify require_market_open: plain function instead of proc macro
