- Move skills from docs/skills/ to SKILLS/ (top-level, screaming architecture)
- Add YAML frontmatter to FLOW.md and GenStage.md (matching existing pattern)
- Fix Elixir version references from v1.19.5 to v1.18.4/OTP 28 (matching CI)
- Update CLAUDE.md and README.md to reference new SKILLS/ paths
- Align table formatting in CLAUDE.md skills section
