Add new message codes and fix server version constants (#405)

* Add new message codes and fix server version constants

- Add incoming messages: HistoricalDataEnd, CurrentTimeInMillis, ConfigResponse, UpdateConfigResponse
- Add outgoing messages: RequestCurrentTimeInMillis, CancelContractData, CancelHistoricalTicks, ReqConfig, UpdateConfig
- Integrate new codes into From<i32> and FromStr impls
- Fix server version constants 216-221 from C#/Java syntax to Rust
- Add missing doc comments on all undocumented constants
- Remove parenthetical method names from OutgoingMessages doc comments

* Add implementation plan for new TWS API features

* Revert "Add implementation plan for new TWS API features"
