* Add 6 remaining methods to ConstPrimInt

Adds reverse_bits, from_be, from_le, to_be, to_le, pow.

* Address review feedback

- Use exponentiation by squaring for pow: O(log n) vs O(n)
- Reduce duplication: from_be/to_be now call swap_bytes
- Add TODO for future big-endian support
