Fix .exe getting wrong version in release workflow (#403)

The Windows .exe build step defaulted to PowerShell, which mangles
arguments containing '=' when passing to native commands. This caused
the -PreleaseVersion property to not reach Gradle, falling back to
the default 0.1.0-SNAPSHOT version. Adding shell: bash ensures
consistent argument handling, matching the version extraction step.
