fix(ci): add uv sync before badge workflows for dev tool access

uvx runs in isolated venv without ruff/mypy/pytest/bandit.
uv sync --all-groups installs dev tools to .venv, which setup-uv
adds to PATH. Also fixes integer comparison for decimal scores
in axm-init.yml (adds cut -d. -f1).
