Support command execution outside `venv` via `ShellDriver*` (#45)

*   Activate `venv` by `ShellDriver*` conditionally.
*   Do not run `pre-commit` if `git` is not installed or not inside `git` repo.
*   Make `git` installation in `docker` containers conditional (on `--git` option).
*   Run tests conditionally based on `git` availability.
