Add const array helper functions for bit operations

Adds const-compatible helper functions:
- const_array_leading_zeros
- const_array_trailing_zeros
- const_array_bit_length
- const_array_is_zero
- const_array_set_bit

PrimInt and ConstZero now delegate to these helpers,
removing duplicate loop implementations.
