fix: use local uv run mypy hook instead of mirrors-mypy

mirrors-mypy runs in an isolated env that cannot resolve workspace
dependencies (e.g. axm). Using a local hook with uv run mypy ensures
mypy sees the full project venv and resolves all imports correctly.
