fix(ci): handle unset DEBUG var with set -u in definitions.sh

The `set -euo pipefail` in install-operator.sh propagates to sourced
.definitions.sh where `${DEBUG}` is used without a default value.
Use `${DEBUG:-}` for safe expansion under nounset.
