fix: update default API key in .env.sample.json and enhance environment variable handling

- Corrected the default value for INFURA_API_KEY in .env.sample.json from "dummmy" to "dummy-api-key".
- Added a new function to set file permissions for sensitive files, ensuring they are restricted to owner access.
- Implemented sanitization of control characters in environment variable values during parsing.
- Enhanced tests to validate the sanitization and type casting of environment variable values.

These changes improve the security and reliability of environment variable management in the project.
