Upgrade to Go 1.26 with backward compatibility (#1)

- Replace deprecated ioutil.ReadAll with io.ReadAll
- Update Dockerfile to golang:1.26-alpine
- Update testify from v1.8.4 to v1.11.1
- Update GitHub Actions (setup-go@v5, checkout@v4)
- Add Go 1.26 to CI test matrix alongside Go 1.21
- Update minimum Go version in README from 1.13 to 1.21
- Add CHANGELOG.md
